APRIL 24,1997
The meeting was called to order by Chairman John Christiansen. The meeting was held in the court room of the St. Clair County Courthouse. Those in attendance were John Christiansen, Don Johnson, John Gover, Tracye Hampton, Roger Wood, Robert Bray, Al Davis, Jerry Hart, William Theel, and Jack Jennings. Sect/Tres John Gover read the minutes of the December 17, 1996 meeting, Don Johnson made a motion that the minuets needed to be amended to account for the appointment of Tracye Hampton as LEPC Auxiliary Chairperson Al Davis 2nd the motion and all approved. Don Johnson made the motion to except the minutes as read with the amendment included Jerry Hart 2nd and all approved.

Al Davis made the motion to except the Treasures Report as read and Bob Bray 2nd the motion, and all approved.

Al Davis made the motion to pay the above bills, Roger Wood 2nd, all approved.

New Business
Chairman John Christiansen opened discussion on the purchase of a computer system for the LEPC to be used for control of hazard material records (TIER II , Softrisk, Aloah, marplot, and Camieo. There was group discussion on the specs and capabilities for the computer. It was ask If the LEPC had to submit bids, John had ask Donna Houston and found out if it is under $3000 the LEPC would not have to ask for bids.
Jerry Hart made a motion that we draw up a bid and send them out the last of May and review the bids in June meeting and purchase the computer in late June, Don Johnson Second the motion all approved.
John Gover will make up a bid form and submit to the May meeting.
Jerry Hart brought to the attention of the LEPC that there needed to be Two (2) changes to the Hazard materials section of the All hazard Plan (ANNEX - H)
1. On page H-46 Appendix 11 to Annex H, Article III CONCEPT OF OPERATIONS Section B RESPONSE CAPABILITY Sub Section 2.(LOCAL) part B. Reading now reads follows
Health and Medical Services - Sac-Osage Hospital and Cedar County Memorial
Hospital can handle victims involved in a radiological incident. Sac-Osage ambulance services are trained to respond to an incident. This information

Jerry Hart made the motion to make the above changes to ANNEX - H and Don Johnson Seconded the motion, all approved.
Chairman John Christiansen opened discussion on the update of the all hazard plan and ways and people to work on the different sections of the plan. Al Davis a motion to have Jerry Hart work on the sections involving public works, Don Johnson Seconded, all approved. John Christiansen ask Don Johnson to work on annex - E (law Enforcement) and for all members to be working and reviewing the plan.
There was discussion on paying the Collins Fire dept for data collection for the flow study at Collins, the members decided that $300 would be a fair amount for this service, Don Johnson made the motion to pay Collins Fire Dept $300 for data collection on the flow Study, Trace Hampton Second, All approved.
Future meeting listed on the agenda were all acceptable for all members at this time.
There was Discussion on the upcoming Operations Class, Tracye Hampton will contact George about the State paying for the class.
There was discussion on the upcoming weather spotters class for May 8th.
