Minutes

December 17, 1996

The meeting was called to order by Chairman John Christiansen at 19:38 hours in the lower hall of the St. Clair County Court House, those in attendance were John Christiansen, Don Johnson, John Gover, Tracye Hampton, Roger Wood, Phillip Belcher, Robert Bray, Randy Hargis, Jerry Hart, Ray Higgins, and Steve Meyer. Candice Adams of S.E.M.A. was also present. The minutes from the last meeting were read buy Sec\Tres John Gover and a motion was made by Don Johnson to approve the Minuets as read, Roger Wood 2nd, and all approved.

John Christiansen gave a copy of the approved Annex H to Jerry Hart of Sac-Osage Hospital, and to Ray Higgins of Higgins propane of Osceola Mo. John also gave the St. Clair County Public Library a copy and had a copy for the St. Clair County Sheriff Dept. But had not been able to contact the Newly Elected Sheriff Leroy Conard at the time of this meeting but will submit it as soon as possible .

John Christiansen passed out copies of letters form S.E.M.A. and the County Commissioners pretaining to the upcoming January 30, 1997 meeting for the introduction of ANNEX H to the local juradictions. There was discussion on sending a second letter to try to get as much attendance as possible and suggestions of requesting rsvp's and sending a copy of the annex for the agencies to review before the meeting.

Ray Hogans raised the question of were the LEPC receives its funding, and John Christiansen explained to the group the funding procedures.

There was group discussion on printing cost and copy and mailing expenses with no motions made.

There was discussion on training and how to coordinate and track the training of all entities in the county. It was suggested to form a training committee for the county.

Bob Bray made the motion to table the training report and the formation of the training committee till the March meeting, Tracye 2nd the motion and all approved.

Tracye Hampton is to check on the availability of the community building of the Osceola housing for a location to hold the Hazard Materials Awareness class.

Don Johnson suggested having the commissioners call the mayor of Lowry City About using the Senior Citizen Center, John Christiansen said that he would talk to Wayne Scott about calling the Mayor.

NEW BUSINESS

Flow Study

John Gover submitted a draft of the flow study that was conducted by the Collins Fire Dept at the Junctions of Missouri Highways 54 & 13. The final copy should be ready by the March meeting.

John Christiansen received a form from the county to submit expenses to the county clerk.

John Christiansen received $1002.08 for doing flow and training studies and fixed location studies. And it was suggested that we use some of the money to send out information letters of each Dept in the county. It was suggested that we track the use of these funds separate from the other funds in the county.

John Christiansen got permission from the commissioners to do planning for fixing up the basement, for offices for the LEPC and meeting rooms for other purposes.

Don Johnson made a suggestion that we publish the date and time for the upcoming meeting.

The motion to adjourn was made by Don Johnson and Steve Meyers 2nd the motion and all agreed.

Chairman John Christiansen adjourned the meeting.
