In September 1997, officials of St. Clair County and the Cities of Appleton City, Osceola, and Lowry City, in conjunction with the State Emergency Management Agency, embarked on a project that would enhance their emergency response capability. This update to the original document is the result of that effort.
This plan, when used properly, can assist local government officials in accomplishing one of their primary responsibilities -- protecting the lives and property of their constituents. This plan and it's provisions will become official when it has been signed and dated below by the concurring government officials.
