Local Emergency Planning Committee
Minutes
July 25, 1996
The meeting was called to order at 19:40 hr. by Vice-Chairman Don Johnson, and held in the Court Room of the St. Clair County Court House. Those present were Don Johnson, John Gover, Phillip Belcher, Tracy Hampton, Bob Bray, Roger Wood, and James McKenny of Dept. of Fire Safety. John Chirstiansen was excused due to illness. Minutes from the May meeting were read, Bob Bray made a motion to except minutes as read, Phillip Belcher seconded and all approved.
Subcommittee reports
B. Training Committee report
a. Law Enforcement report was submitted by Phillip Belcher in the April 1996 meeting with no further updates to date.
b. Fire Department report by Bob Bray stated that he had the information on Collins
Fire Department, and Appleton City Fire Department.
c. Emergency Medical Services submitted by, Chairman Roger Wood on Sac-Osage
Ambulance, and Ellott Memorial Hospital/Appleton City Ambulance.
d. Emergency Management report by Al Davis stated EMA was submitted on the June 27, 1996 meeting.
A. Tier II Management Committee
1. John Gover is to meet with John Christensen to see what Tier II reports Had been
filed with him. Jim McKenny said that he would send the LEPC the Tier II list that
was filed with his office. John Gover also checked with County Clerk Donna Houston to see if there were any Teir II reports on file in her office, she stated that
all Teir II reports had been turned over to Emergency Management.
C. Budget
1. The budget forms were locked in the County Clerks Office so the LEPC
Committee was unable to work on the 1997 budget at this meeting.
D. Flow study
1. Jim Mckenny stated that the application for the flow study grant would
be out in late September or October.
2. Roger Wood with Collins Fire stated that the Deptarment would be willing to
help with the flow study when ready.
The Henry County LEPC Director Robert Easton and the Henry County LEPC Board donated to the St. Clair County LEPC its DOS version of Camio, Aloha, and Marrplott.
Special Presentation
James McKenny of the Divison of Fire Safety gave information that the EPA would be donating to each county free of charge the Camio, Aloha, and Marrplott Computer program for control of hazard materials in the county. He stated that his office mailed a packet to the county of all the Teir II information and new forms, new hazard materials substance list, EHS agriculture list. He suggested that we identify all the EHS in the county, and get Teir II forms and site plans from them.
James McKenny is to send the LEPC a copy of a Hazard Material plan he help another County to write to use as a reference.
Next meeting date will be August 29, 1996 at 7:30 p.m. at the courthouse. Motion was made to adjourn by Bob Bray, Tracye Hampton seconded, all agreed. Vice Chairman Don Johnson adjourned the meeting.
