Minutes
JUNE 27, 1996
The meeting was called to order by Vice-Chairman Don Johnson, and held in the Court Room of the St. Clair County Court House. Those present were Don Johnson, John Gover, Al Davis, Phillip Belcher, Tracy Hamption, Bob Bray, and Candace Adams of SEMA. John Chirstiansen was excused due to illness. Minutes from the May meeting were read, Bob Bray made a motion to except minutes as read, Al Davis seconded and all approved. Do to the Illness of Chairman John Christanensen, Vice-Chairman Don Johnson will assume the position of Chairman until further notice. The Commissioners signed the By-laws of the LEPC and mailed them and the membership to the MERC.
Subcommittee reports
B. Training Committee report
a. Law Enforcement report was submitted by Phillip Belcher in the April 1996 meeting with no further updates to date.
b. Fire Department report is still being collected by Bob Bray to be submitted at or before the July meeting.
c. Emergency Medical Services has not been submitted, chairman Roger Wood was not present.
d. Emergency Management report by Al Davis stated EMA was functional and ready and all information was ready.
A. Tier II Management Committee
1. John Gover and Phillip Belcher were appointed to the Committee for receiving and processing required forms and to organize the method of identifying TIER II reports.
2. John Gover is to collect the TEIR II reports. Al Davis made a motion to purchase a file cabinet for the storage of all reports, Phillip Belcher seconded all approved. The Secretary of the LEPC is to keep the file cabinet with copies of all records. John Gover will check with the County Clerk to see if all original records can be keep there.
C. Budget
1. Need to form a budget and identify what objectives the LEPC has and how to allocate the available funds. Any funds left over from the year will be carried over to the next year.
D. Flow study
1. Bob Bray is to contact Jim Mckenny for information on the 24 hour commodity
flow study and about a grant to fund the study.
2. There was discussion on free software from the state to use on the laptop computer when the funds be come available .
3. Bob Bray will contact Roger Wood with Collins fire to see if they would like to help with the flow study at 54 & 13 highway junction.
Special Presentation
Candace Adams of SEMA gave information on the MID AMERICAN CONFERENCE on August 16-17 in Kansas City Mo. A motion was made By John Gover and Seconded by Al Davis to send Bob Bray, John Gover, and Tracye Hampton to the Conference providing a scholarship goes through from SEMA. A motion was made by Al Davis to send Phillip Belcher to the Soft Risk training Conference and the LEPC to pay expenses for the training, Bob Bray seconded all were in favor. On July 10, 1996 there will be a damage assessment class at the Lighthouse Harbor at Galmey Mo. Luncheon and then meeting afterward $7.50 from 8:30 to 12:00.
Next meeting date will be July 25 at 7:30 p.m. at the courthouse. Motion was made to adjourn by Al Davis, Bob Bray seconded, all agreed. Vice Chairman Don Johnson adjourned the meeting.
