Minutes

November 21, 1996

The meeting was called to order by Chairman John Christiansen, those in attendance were John Christiansen, Don Johnson, John Gover, Roger Wood, Chris Fry, Paul Roberts, Wayne Scott, Steve Meyer, Phillip Belcher, Jerry Hart, and Candice Adams of S.E.M.A. and A. J. Lehmen from MERC. The minutes of the October meeting were read by Sect/Tres John Gover, Don Johnson made the motion to approve the minuets as read, Roger Wood seconded the motion, and all approved. Treasures Report

Starting balance of $1696.79 and a deposit of $1878.76 from the MERC for 1996-1997 funding, and bills of $119.80 , $34.55 for an ending balance of $3421.20

Primary Objective of Nov. Meeting

Chairman John Christiansen stated that the primary objective of this meeting would be to do a final review of ANNEX - H and have it ready for the Commissioners to sign at next weeks County Commissioners meeting.

TRAINING REPORT

There were no new training reports from any committees for the month of October 1996

Commodity Flow Study

Roger Wood Collins fire chief Submitted to the ST Clair County L.E.P.C. All the data from the 24 hour Commodity Flow Study that was done at the Intersection of Mo Highways 13 & 54 at collins. The data was turned over to the Secretary to be finalized and reported at the December Meeting.

New Business

Annex H

Chairman John Christiansen opened the discussion on the update of ANNEX H of the all hazard plan, the changes to be made at this meeting were as followed.

1. On page H-13, Section 7 title reading Fire Departments

To read as Fire And Rescue Departments

Also in Section 7, paragraph 1 lines 1 & 2 the phrase fire departments

To read as fire and rescue departments.

2. On page H-18 in section 12 paragraph 1 line 1 reading as: (All hospital personnel within St. Clair County who will decontaminate victims involved in a release of a hazardous substances are to be trained to the first responder operations level.)

To read as:

The minimum suggested training level for all hospital personal within St. Clair County will be Awareness level. All hospital personnel within St. Clair County who will decontaminate victims involved in a release of a hazardous substances are to be trained to the first responder operations level.)

3. On page H-27, Section 18-f. The following sentence will be added to the end of paragraph 1. to read as :

Training proposed and scheduled bu St. Clair County L.E.P.C. can be found in

Proposed Training List (see appendix 9 of this annex)

4. On page H-27, Section 18-2 Exercise reading as:

(The St Clair County L.E.P.C. is for designing, scheduling, and evaluating all exercises.)Shall be changed to read as:

To understand and recognize our abilities to respond to emergencies the St Clair County L.E.P.C. is for designing, scheduling, and evaluating all exercises. Proposed excerises AMD their proposed dates can be found on the Proposed Exercise List (see appendix 10 of this annex)

5. On page H-28, APPENDICES the following changes were made to read as:

Appendix 9: Proposed Training List

Appendix 10: Proposed Excerise List

Appendix 11: Radiological Incidents

All members present approved the changes to the submitted version (file name PLAN96.01F) and Jerry Hart made the motion to approve this draft with the above changes as the final draft for the Presiding Commissioner and the Chairman of the LEPC to sign and make it an active part of the St. Clair County All Hazard Plan and to send a copy to the MERC. Don Johnson 2nd the motion and All approved.

There will be a copy of the Annex-H on file with the County Clerk, Emergency Management Director, Sheriff office and public Library until all copies of the all Hazard plan can be updated..

The January meeting date will be January 30, 1997 At 7:00 pm

Don Johnson will check with Pat Stewart to see if the January 30, 1996 meeting of the LEPC can be held at the Lowry City Senior Center. There will be notices sent out in advance on County Commissioners Letter Head of this meeting and RSVP will be requested 10 days prior to the date.

Next meeting date will be December 19, 1996 at 7:00pm

Don Johnson made the motion to change the meeting times for Dec, And Jan, to 7:00Pm Roger Wood 2nd the motion all approved.

Don Johnson made the motion to adjourn, Jerry Hart 2nd All approved.

Chairman John Christiansen adjourned the meeting.
