Minutes
October 24, 1996
The meeting was called to order by Chairman John Christiansen, those in attendance were Don Johnson, John Gover, Tracye Hampton, Roger Wood, Phillip Belcher, Robert Bray, Al Davis, Randy Hargis, and Candice Adams of S.E.M.A. The minutes of the August meeting were read by Tracye Hampton Sect. Proteon, Don Johnson Made the motion to except the minutes as read, Bob Bray seconded and all approved. The minutes of the September meeting were read by Sect/Tres John Gover, Don Johnson made the motion to approve the minuets as read, Randy Hargis seconded the motion, all approved.
Old Business
TRAINING REPORT
Phillip Belcher reported that Four (4) personnel from the Sheriff Dept. And one (1) from the hospital attended the Awareness training at the Sheriff Dept. On October 10, 1996.
Robert Bray reported that Eight (8) personnel attended the fire DECON class at collins fire Dept. And John Gover reported that Twelve (12) personnel including Two (2) from the Sheriff Dept attended the class on PERSONNEL PROTECTIVE EQUIPMENT / SELF CONTAINED BREATHING APPARATUS put on by St. Clair County Fire/Rescue.
Commodity Flow Study
There was discussion on the upcoming Commodity Flow Study to be done at the Collins intersection of highways 13 & 54 on November the 7th & 8th from 6:00 am on the 7th to 6:00 am on the 8th ( a continues 24 hour period). John Gover stated that he had some forms for gathering the information and would see that Roger Woods would get them.

Bill's for the month of October are as follows.

Tracye Hampton made the motion to pay the above bills, Don Johnson seconded.
John Gover Submitted a payment voucher for Signatures of the Officers for the August bills, the officers signed, and it was given to Chairman John Christiansen to Submit to County Clerk Donna Houston for Payment.
Candy Adams stated that there would be a Awareness class Dec. 4 and Dec 11 from 6:30 to 9:30 pm each night at Greenfield Mo. She also sudjested that the St. Clair Co. L.E.P.C. schuedle a Awareness class to be held in county.
The group decided to schudle a Awareness class for the 20th and 27th of February 1997 at the hours of 6:30pm to 9:30pm each night., and to finalize the date at the January 1997 meeting.
It was decided that Robert Bray would talk to George Smith about putting on an Operations Class in the 2nd quarter of 1997.
Annex H
Chairman John Christiansen opened the discussion on the update of ANNEX H of the all hazard plan, Don Johnson read over several changes that needed to be made to the annex H and John Christiansen recorded the changes to be made to the draft on his computer to be submitted at the November meeting, and all agreed to review the changes at that meeting.
Don Johnson stated that for the record as of October 08, 1996 that he would no longer be representing the City of Lowry City, Mo at the L.E.P.C. meetings, But would be attending the meetings as Vice-Chairman on his personal time.
John Christiansen will talk to the Commissioners about getting office space in the basement of the Court House, or some were for the LEPC/EMA office.
Don Johnson made the motion to give Robert Bray the ok to spend up to $50 for a file cabinet at the Lowry City School auction, Phillip Belcher 2nd the motion, all approved.
Next meeting date will be November 21, 1996 at 7:30pm
John Christiansen made the motion to adjourn, Don Johnson 2nd, all agree.
