Minutes
February 27, 2003
The meeting was called to order by Chairman John Christiansen, those in attendance were John Christiansen, Don Johnson, John Gover, Roger Wood, Larry Gates, Al Davis, Bob Bray, Kent Howard, Barbara Howard, Theron Becker, and David Switzner. The minutes form the January 30, 2003 meeting was read by Sec/Tres John Gover, Don Johnson made a motion to except the minutes as read Al Davis seconded the motion and all approved. Treasures Report Bills totaling $2379.62 from January 1, 2003 to Feb 10, 2003 with a Balance on February 10, 2003 of $4951.91 Motion by Don Johnson to approve Treasurers report and Second by Bob Bray, All Approved.
Old Business
Chairman John Christiansen opened the floor for discussion on starting with the remodeling of the Basement. John stated that the Commissioners had the bids for material to do the remodeling. John gave a tourer of the basement to explain the project to the group and explain what needed to be done.
There was a descuession on the replacement of materials used on Hazmat incidents and what and who to charge the shipping agency for those materials. In the Agreement with the Fire Departments the LEPC purchased the Foam and the Fire Departments were to see that they bill the user for replacement of the Foam and to maintain the enductors.
David Switzner made a motion that the price to bill for the foam be the Cost per single unit of the foam plus the cost for shipping and handling plus 50%. The Foam replacement must be have the same specifications as the foam supplied by the LEPC. Al Davis seconded the motion and all approved.
Don Johnson made a motion to Bill the Sac-Osage Fire Department for foam that was used in an hazmat spill involving an LP Gas truck overturned at or near the Junction of highways 82 & WW on or about the first week of February 2003 as the Sac-Osage Fire Department has yet failed to bill for replacement. Al Davis seconded the motion and All agreed.
John Gover stated that the LEPC should revise Annex H of the County EOP to set procedures for billing and replacement of materials and services used in Hazmat incidence in St. Clair County by all Emergency response agencies.
John Gover showed some Id badge samples to the group and it was decided to use the following color's for the badges.
Fire - RED
Rescue - Orange
Medical - Blue
Law Enforcement - Brown and Gold
Public official and Employs - White
Mutual Aid, Volunteer, Guest - Yellow
Next Meeting will be March 27, 2003
Don Johnson made a motion to adjourn and Bob Bray Seconded the motion, all agreed, Chairman Adjourned the meeting
