St. Clair County LEPC Meeting Minutes for February 28, 2008
Call to Order by John Christiansen at 19:00 at the
Appleton City Fire Department.
Those Present: Robert Albertson, Debbie Burns, John Christiansen,
Al Davis, Larry Gates, Bob Grubb, Don Johnson, Jeanne Millsap, Paul Roberts,
Doug Snodgrass, Ron Snodgrass, Roger Wood, Brandon Snodgrass, Carroll Piper,
Bryon Wade, Brian Knight, Wayne Justis, and Jerry Hart.
Minutes from January 31, 2008 were read by Jeanne
Millsap. Motion to accept the minutes as read was made by Robert Albertson with
a second from Jeanne Millsap with all in favor.
Discussion
on placement of antenna.
Treasurer’s Report was tabled.
Old Business:
ID Badges: Some badges turned white and are being
reprinted at Sac-Osage Hospital. Time needs to be scheduled with Doug Snodgrass
and Ellett Memorial Hospital. Elliott System from RHSOC hasn’t come in yet and
may be missing or we may not receive it.
Training: Weather Spotters training in November only had
three people. John will get others scheduled with Steve Reynolds or see the
Springfield website of the Weather Service.
NIMS 300
was taught by Jeanne Millsap in February with 10 in attendance.
NIMS 400
class will be on March 5 & 6 at the St. Clair County Health Center. Still
have room for more.
Mutual Aid Agreements: Jeanne turned in copy
of MOU with Sac-Osage for radio frequency use. Other MOU’s are needed.
Update on EOP: more information needs to be added from
State requirements – Agro-Terrorism, Animal Ag. Emergency Planning. An Animal
Agriculture Emergency Planning & Response meeting will be on March 13 from
6:00 to 9:00 pm in Clinton at the First Baptist Church, 2nd &
Jefferson Street with a meal call to RSVP to 1-800-897-1163 ext. 35. An
Agro-Terrorism Symposium will be taking place in Kansas City in April.
New Computer needs: Cost will be around
$1600 to $1700.00. John will check with Dave Helig’s PC in El Dorado Springs.
USDA has 8 computers available for fire departments without a computer, talk
with Don Schussler.
HAM Radio weekly communications checks will be done by Al
Davis. Wayne Justis will allow amateur operators to use his repeater located in
Johnson City area. It has county coverage except down in the hills. It is on
air now but low power amplifier is not working. 146.850 standard shift, 146.250
with 107.2 pl tone. Discussion on date to do the checks and decided to try
Monday at 19:00. Emergency Repeater – frequency questioned, will try after
amateur.
Sheltering: Debbie Burns talked about the Collins
Sheltering and need for volunteers to man the shelter. Shelter training will be
March 6th in Stockton by the American Red Cross. Animal sheltering,
elderly and disabled sheltering was also discussed. Churches are a good
resource. MOU’s are needed with Nursing Homes. Communications issues were
discussed. Greg Gaines may be able to help. Volunteer program is needed.
Salvation Army is more active in the county than Red Cross. Cots are available
through the Boy Scout Camp. Protocal needs to be followed.
Funding
needs were discussed. The Appleton City Fire Department will be getting the
Hospitals old generator.
A grant
from sheriff for repeater system goes out tomorrow. Channel for law enforcement
was discussed and 2 repeaters in the county.
Collins
system for calling, Group Cast Managing System, was discussed. See www.groupcast.com . Would like to go
county wide per fire districts was discussed.
Grant for Citizen
Corps was rejected.
GETS cards is being checked into by John
Christiansen.
Influenza is in the county. Vaccine for this year is a
different strain than the disease going around. CDC will have a different
vaccine for next year 2008/09. Missouri has had 16,487 people with influenza
this season so far.
New Business:
Grants are being worked on. See SEMA website for
communication grant.
Doug will
check to see if the park building in Appleton City for a weather spotters
training is available.
Announcement: Next meeting will be April 3, 2008 at
19:00 at the St. Clair County Courthouse.
