Motion by Sheila Christiansen, second by Steve Pierce to accept treasurer’s report with all in favor.
Contract for DayMark for $345.00 for 2009/2010 was discussed. Jerry Hart made a motion to continue the DayMark contract for one year with a second from Roger Wood with all in favor.
Old Business:
ID Badges Sheila will be at Sac-Osage Hospital from 7 am to 7 pm minus lunch on 2/9/09 to do badges. She will be at Iconium fire department on the second Tuesday at 6:00 pm; and at Collins Fire Dept. at 2 PM on the second Saturday. The integrating of the Elliott System with the DayMark System is being worked on. ID badge information sheets were handed out.

Training:
Weather Spotters – John Christiansen will get with Steve Runnels and set a date.
Hazmat – Awareness training needed. Motion was made by Jerry Hart to pay for Awareness Training of the standard fees and mileage with a second by Sheila Christiansen with all in favor.
SEMA – Jerry Hart made a motion to reimburse mileage at the county rate for those attending classes from the LEPC funds, second by Sheila Christiansen with all in favor.
FEMA – NIMS 100, 200, 700, and 800 are still available online. Jeanne Millsap and John Christiansen can teach the 300 & 400 as soon as 10 people are willing to take the classes.
HAZMAT Symposium – Dec 11-14 was attended by Jeanne Millsap. She gave John Christiansen the CDs for Ethanol training for the fire departments and also gave him other handouts from the conference.
Conferences:
A Preparedness Conference on Public Health will be held in Columbia, March 18 and 19. Mutual Aid Agreements – Region D Plan has to be accepted and signed off on. Mutual Aid for fire departments of counties are needed for reimbursement from federal declaration. We will go through the Region D Plan next meeting.
Update on EOP – Candy Adams and John Christiansen went through the plan and changes for new Hazardous Materials Annex H has addition/appendix. The nine “shall items” have to be in the Plan and are in the present Annex H. The new Hazmat Plan that the MERC provided is mostly in need of more details and can be referenced in the LEOP. John is using templates from the State for Mass Care, Sheltering, Agro-terrorism which are being updated.
HAM Radio net – Steve Pierce gave the counts for call-ins for the Net (11/3 – 5; 11/17 – 6; 11/24 – 9; 12/1 – 8; 12/8 – 7; 12/15 – 8; 12/22 – 6; 12/29 – 9; 1/5 – 7; 1/12 – repeater down; 1/19 – repeater down; 1/26 - 3. The repeater is down and being repaired. Steve will be using simplex at 146.490 for the Net on Monday night at 8:00 pm. Discussion on a repeater at the Scout Camp and funding for Wayne Justis’ repeater.
Sheltering – Sheila Ash was unable to attend. Sheila sent an e-mail mentioning the meeting with Greg Gaines and Candy Adams on January 23rd. Jeanne Millsap mentioned the Special Needs Sheltering caches and MOUs being worked on for the caches. Earl Ackley will be setting up shelters and training through the American Red Cross. He has 4 Cedar county groups trained and 6 groups in Vernon County and is willing to come to St. Clair to do training.
Bio-Terrorism/Pandemic Influenza - Jeanne Millsap had training on the ERIP for schools today. She has offered the schools her assistance in putting their plans online. Sentinel Surveillance and Communicable Disease reporting were mentioned and information passed around. New Ready-in-3 information available. Paula Woodsmall is new Operational Readiness Program Manager at State Health Department. Paula has a new newsletter for Planners. Florida has a public health response basics online. Show Me Response has a website for registering volunteer healthcare professionals.
Grants – John Christiansen reported that the Commissioners do not want to apply for the EOC grant. John will follow-up with them on Monday on the Emergency Management grants.
By-Laws changes needed – Don Johnson, Assistant Director and John Gover, Secretary/Treasurer positions will be voted on in March. Jerry Hart motioned that the present Board find candidates for office with a second by Sheila Christiansen with all in favor. An ad must be put in the paper about our existence once a year. Jerry Hart motioned that the ad be put in the paper and be paid for up to $100.00, second from Steve Pierce with all in favor.
EOC Exercise for February 2009 – John will try Monday to get a date for the EOC Exercise. Mainly want to get key players to know what an EOC is, purpose and how it is run.
RHSOC meeting – Jeanne Millsap went over the Region D RHSOC meeting form January 21. An e-mail had been sent out on SW Missouri Support Team training. Special Needs Sheltering Cache and MOUs, Regional Inventory for the Caches and storage sites for caches. ERIP schools and need for St. Clair County Schools to join. Veterinarian Emergency Basic Credentialing Course set for March and has been mailed to the local Vets. Funding by the Region D RHSOC.
New Business:
Candy mentioned the TransCare training coming to Springfield in April on the 14th and Carthage on May 14th.

Next meeting: February 26, 2009 at 19:00 at the St. Clair County Courthouse in Osceola.
March meeting will be moved to the 19th due to the SEMA Conference with a motion by Sheila Christiansen and second by Steve Pierce with all in favor.
