St. Clair County LEPC Meeting Minutes for July 30, 2009 at St. Clair County Courthouse in Osceola

 

Call to Order by John Gover at 19:00.

Those present: Robert Albertson, Sheila Ash, John Gover, Jerry Hart, Jeanne Millsap, Steve Pierce, and Roger Wood.

Old Business:

ID Badges – Jeanne will need one for August 4th and would like to check on staff information to update. She will get with Sheila Christiansen.

Exercise May 21 After-Action Report – Jeanne completed the report and had sent a copy to John Christiansen and John Gover for review. Jerry Hart requested a copy of the report. Jeanne will send him the copy and also send a copy to AJ Lehman at SEMA. Jeanne went through the Improvement Plan 12 corrective actions were recommended. See copy of report.

Training:

Hazmat – none in St. Clair, check SEMA training schedule on website.

Weather Spotters in Fall? No further information.

FEMA: NIMS 100 & NIMS 700 in Clinton 8-21-09 at the Community Center. These can also be taken online.

Other trainings: 2009 Midwest Wildfire training Academy, training needs assessment for Region D was discussed, NIMS objectives for 2009/10, WMD/Terrorism Incident course for October 27 & 28 in Springfield, ICS 300 course in Jefferson City August 5-7, ICS 400 course in Jefferson City September 21-22, Amtrak & railroad Safety training in Jefferson City in August.

Conferences: August 6 – 9 LEPC in Kansas City, Catastrophic Mass Care Conference.

Other information was passed around on websites, meeting minutes from SMESO area D, SEMA Bulletins.

Mutual Aid Agreements – question as to whether Commissioners had signed the Region

D Mutual Aid Agreement – will have to check with John Christiansen.

HAM Radio net – Steve Pierce reported Hospital exercise on July 16th in which Sac-Osage Hospital took part. Check-ins for the net have been as follows: 5/4 (0), 5/11 (3), 5/18 (3), 5/25 (0), 6/1 (6), 6/8 (8), 6/15 (4), 6/22 (7), 6/29 (8), 7/6 (6), 7/13 (6), 7/20 (no net), and 7/27 (9). Polk County has an Ares website at http://www.lgboyd.com/laarc Steve stated that there is a Simplex net on Sunday at 19:30 (7:30 pm) at 147.480

Sheltering – Sheila Ash reported a Phase 2 meeting is set for August 26th and her boss will attend a meeting in September in Chesterfield.

Bio-Terrorism/Pandemic Influenza – Jeanne reported - Northern Tier Hospital meetings 5-4-09 , next 8-4-09;  BERT meeting 5/14/09 & 7/9/09, next 9/10/09; GIS training was attended on 5/13/09 and applied on 6/3/09; CERT Planners meeting 6/26/09; Ag & Food Vulnerability Training and Rabies/Tetanus workshop was attended; RHSOC mtg. 7/22/09, next August, then October will be all day at fairgrounds show and tell of all disciplines; increase in tick disease in the county and information handouts were distributed; Coroner’s Role in Fatality Management Planning and Response toolkit is available online.

HAZMAT Information Packets are available through Jeanne.

COAD meeting have been attempted 5/22/09 1st and last 7/8/09 by Sheila Christiansen. It was decided to have them in conjunction with LEPC meetings.

New Business:          

Collins has a new generator for their shelter, but need help to buy the hook-up for the generator and wanted to know if funds through LEPC were available – check with John Christiansen.

Question was asked if the County had sign-up for FEMA flood plain for the County and if the Cities had signed up as well. Check with John Christiansen.

Next meeting August 27 at 1900 at the St. Clair County Courthouse in Osceola with a motion by Robert Albertson and second by Jerry Hart with all in favor.
