St. Clair County LEPC Meeting Minutes

for July 27, 2006

 

Meeting called to order at 7:02 pm by John Christiansen, EMA Director.

 

Those present: Robert Alberten, Melvin Banner, John Christiansen, Charles Cone, Larry Gooles, John Gover, Don Johnson, Brian Knight, Jay Knight, Jeanne Millsap, Carroll Piper, Paul Roberts, Mark Siegismund, Doug Snodgrass, Leroy Strope, and Roger Wood.

 

Grant money for radios was discussed to include number of radios qualified for grant process, decommissioning of old radios, replacement radios, P-25 compliance, software cost, different costs of radios, best deals, three main companies of Vortex – Motorola – Icon. John Christiansen and/or Jay Knight will check with Denise at SEMA for radio specifics. Plans are to have the radios before the end of the year. Another meeting on the radios will be on August 10, 2006 at 7:00 pm at the Courthouse.

 

Fire Department “mutual aid agreements” was discussed. Jay Knight read a letter and offered a sample. A cost for reimbursement needs to be on the agreement. Mr. Knight will send out samples of the agreement.

 

ID System Badges was discussed. Jay Knight stated he would put it on the Commissioners’ agenda for tomorrow.

 

Funding for HMEP and CEPF was discussed. $3600.00 comes from MERC for  July 2006- June 2007.

 

A LEPC Convention will be in Springfield this year on September 21-23. It cost $25.00 per person if enrolled by August.

 

LEPC Treasurer’s Report – have $12847.78 at this time. A bill was submitted for the web-posting of $239.49 for our website.

 

An emergency response & tabletop exercise will take place on August 9, 2006 at the City Hall in Collins. The training course hours are from 8:00 am to 4:00 pm. To register for this class go to www.moruralwater.org.  There is no cost for this.

 

John Christiansen will meet with Candy Adams on August 16th.

 

Compliance with NIMS deadline is September 28th.  It is vital to have a minimum of IS-100 and IS-700. It is preferred that IS-800 and IS-200 also be complete.

Question was brought up on IS-300 and IS-400 classes as well as Hazmat Awareness. John Christiansen will arrange for these. He will try to get a Hazmat Awareness train the trainer course.

Sac-Osage Hospital training will start next week according to Roger Wood.

John Christiansen will also set up training for the IS courses that the Commissioners will need.

John Christiansen will bring a copy of the Mutual Aid Agreement to the Commissioner’s meeting tomorrow.

 

The next regular LEPC meeting will be August 31, 2006 at 7:00 pm at the Osceola courthouse.

 

Motion to adjourn by Don Johnson with a second from Robert Alberten with motion unanimously carried.
