St. Clair County EMA/LEPC Meeting Agenda for June 30, 2011 at St. Clair                                          County Health Center in Osceola.

 

Call to Order by John Christiansen at 19:18.

Those Present:  John Christiansen, John Gover, Jerry Hart, Jeanne Beas, Paul Roberts, and Karen Eagleson.

Minutes were accepted as written for April 28, 2011 with a motion by Jerry Hart and second  by John Gover with all in favor.

Treasurer's Report:  $4634.66 total remaining on April 12, 2011 in LEPC according to Rhonda Shelby with no changes as of June 13. $3928.04 total remaining on April 11, 2011 in EMA according to Debbie Peden -  $ 274.40 Web posting = $3653.64 total remaining on June 13, 2011 in EMA according to Debbie Peden written report.

LEPC account budget needs to be submitted. Still reading $0.00 according to Debbie Peden. Motion to accept the report was made by Jerry Hart with a second by Paul Roberts with all in favor.

Order printer ribbons for Elliott System at $88.15 each with three needed. Motion to order the ribbons was made by Jerry Hart with a second by John Gover with all in favor.

Reports:

Training:

            HAZMAT need to talk with John Vignola. John Christiansen will get with Roger Wood and determine dates.

            Chemical suicide need to talk with John Vignola. John Christiansen will get with Roger Wood and determine dates.

            Community Mass Care Management June 7 & 8 in Springfield - was canceled

Conferences:

            SEMA Spring Conference May 3-6 in Branson was attended by John Gover &

                        John & Sheila Christiansen. A lot of instructors had stand ins due to the

                        floods. Programs were okay.

            Public Health Preparedness Conference June 28-29 in Columbia was attended by

                        Jeanne Beas. Received a lot of information.

Exercises:

            Real Event Blizzard HSEEP report is needed for the county.

            March 31 Beef Exercise HSEEP report - Jeanne had been working on.

            May  16-20 Statewide Earthquake Exercise - EOC opened on May 18th - report -

                        Jeanne had been working on.

                        Video Conferencing can't find a place to set it up.

            Jeanne will send the HSEEP reports as they are to John Christiansen.

Meetings

            SMESO - July 13 handout given.

HAM Radio - no report from Steve Pierce.

Sheltering – Glenda Wiese has left and is in Springfield area. Brad Bembry is taking her

            place.

Bio-Terrorism/Pandemic Influenza report given by Jeanne Beas.

            MHA - Northern Tier will meet July 6th at 10 am at Sac-Osage Hospital

            Region D Regional Homeland Security Oversite Committee didn't meet May 25

            in Monett. It was canceled due to the Joplin tornado. June 15th meeting

            information was sent by e-mail

            HAM Radios have arrived and Jeanne is getting them out to the 18 counties in

                        Region D.

            Tactical Interoperability letter was sent with a form to be completed by disciplines

                        in St. Clair County. Jeanne has sent one in for public health. No one else

                        has received one in St. Clair County.

            Influenza Workshop in Springfield on June 22 was attended by Jeanne and

                        information was learned.

            Cedar County MOU update copy was given to John Christiansen.

Mitigation Plan was discussed. Motion was made by Jerry Hart to recommend not

            signing the Mitigation Plan until corrections were made and the Plan is put in

            WORD format. A second was made by John Gover with all in favor.

Emergency Operations Plan are being updated.

Agriculture Annex & rodeo grounds were discussed. Information to contact Stephanie

            Coleman was given to John Christiansen.

New Business:

Grant programs from FEMA are not being done due to matching funds needed.

Elliott System is  up and running.

Karen discussed LEPC regional conference July 27, 28 & 29 scholarships are available.

            Submit for meals and hotel reimbursement. CEPF grant - look at website. Audit is

            going to be done by Karen of the funds at the county. HAZMAT needs to be in

            the Mitigation Plan. HMEP $1000.00 will be going to Regional Planner. Federal

            grants cannot draw interest. CEPF funds can draw interest. Discussion of TIER 2.

            Karen will send the list to John Christiansen.

Next meeting  July 28, 2011 at 1900 at St. Clair County Health Center 530 Arduser

            Drive, Osceola.
