St. Clair County LEPC Meeting Minutes for October 25, 2007

 

Call to Order by John Christiansen at 19:00.

Those Present: Robert Albertson, Debbie Burns, John Christiansen, Sheila Christiansen, John Gover, Don Johnson, Jeanne Millsap, Paul Roberts, Doug Snodgrass, Roger Wood, and Greg Gaines.

Minutes accepted with changes for September 27 (change is from John Gover opening the meeting to Don Johnson) with a motion from Sheila Christiansen, second from Don Johnson, all in favor.

Old Business:

ID Badges – John Gover/Sheila Christiansen – finished Roscoe and Deepwater, going to

Sac-Osage Hospital and City Hall, working on Ellett Memorial Hospital and

Appleton City, Collins needs some and the Sheriff’s Office.

Training:

Weather Spotters Training will be November 7 at 6:30 pm at the Methodist

Church in Osceola.

            NIMS (100, 700, 800 and 200 are on line) IS 300 will be taught November 19, 20

& 21 at the St. Clair County Health Center, IS 400 will be taught on

December 3 & 4 same location all days will start at 8:00 am and will last

until 4:30 pm with lunch on your own. Need 15 for class have 8 so far.

Mutual Aid Agreements – need copies turned in to EMD. Jeanne turned in copies for St.

Clair County Health Center for Sheriff’s Office and Sac-Osage Hospital.

Update on EOP – John Christiansen is working on water changes.

Telatask notification system – waiting on CERT grant written.

Grant LEPC funding – is in.

New computer – John Gover is checking on this and may cost between $900.00 to

$1600.00.

Influenza Workshop – Jeanne Millsap reported attending and the need for the public to

prepare to stay home if ill, as well as stock their homes for emergencies. Expect

40% reduction in workforce; only 4% of medication available and this would go

to the doctors and staff working with ill patients first; treat with anti-virals only if

ill; vaccine may take 6-9 months to make and begin distribution; ill would have to

be taken care of at home; many may die; best prevention would be hand washing

& avoiding contact in large crowds.

Bio-Terrorism Conference – Jeanne Millsap reported attending. Working on updating

manual and website. Website may be accessed at www.stclaircountyhealth.net

HAM Radio weekly communications check – HAM repeater is down for Johnson City. Motion was made by Jeanne Millsap to ask Al Davis to do radio communications check,

second by John Gover with all in favor. John Christiansen will talk with Al.

New Business:

Sheltering/Mass Care – Family Services – Debbie Burns reported that she is still finding

out what she is expected to do and they are getting three deep for personnel to

work on this.

Regional Homeland Security Oversight Committee / Mass Care and Volunteer Services

Coordinator Missouri Region D – Greg Gaines discussed the need to have training

to open a shelter. American Red Cross and Salvation Army can do training and Greg can arrange this. It was suggested that the Ministerial Alliance would be the best contact. They meet in Appleton City at 10:00 am.

GETS – Governmental Emergency Telecommunications Service information was given

by Jeanne. Motion was made by Don Johnson to have John Christiansen to set up

GETS Card System for St. Clair LEPC/EMA by second Sheila Christiansen, with

all in favor.

Jeanne stated that the Bio-Terrorism Contract will be cut this year by 7% and the

Pandemic Influenza Contract will be cut by 24% by the State due to less funding

through CDC.
