St. Clair County LEPC Meeting Minutes for October 30, 2008 at St. Clair County Courthouse in Osceola

 

Call to Order by John Christiansen at 19:02.

Those Present: Robert Albertson, Sheila Ash, Melvin Bonner, John Christiansen, Jerry

Hart, Don Johnson, Jeanne Millsap, Steven Pierce, Michael White, and Roger

Wood.

Minutes accepted as written or with changes for September 24, 2008 with a Motion by

Jerry Hart, and Second by Don Johnson with all in favor.

Treasurer’s Report no changes.                       HMEP             LEPC               Total

            Accept report with a Motion form Robert Albertson,        and Second from Don

Old Business:

ID Badges –  few more pictures done. Elliott System has not arrived, only have two

pieces.

Report that John Gover is doing well.

Training:

            Hazmat –defer to Michael White.

            MERIS – John Christiansen, Sheila Christiansen went on October 3rd. John Gover

and Jeanne Millsap had already attended.

            Water Association Emergency Response Workshop - Oct 14 John Christiansen

attended, information was given to the utility group. It was meant to

inform the utility side about NIIMS training needs.

EOC Management & Operations – Oct 15 & 16 John and Jeanne attended.

Resource Management class – John Christiansen attended.

Conferences:

            2008 Crisis Communications Conference – Oct 8 – 10 John Christiansen, Steven

Pierce and Jeanne Millsap attended.

            Agro-security Conference  -  Oct 7 – 8 was not attended.

            HAZMAT Symposium – Dec 11- 14 is coming up.

Mutual Aid Agreements – we rolled up but we need to continue to get MOU’s done.

Collins Fire Department turned in one for radio usage. Jeanne turned in 9 for

Strategic National Stockpile Point of Dispensing sites and antiviral dispensing

sites for Pandemic Influenza.

Update on EOP – has been updated as of 10/28/08. Copies will be coming.

HAM Radio net – Steve Pierce reported Monday nets of 10/6/08 with 7 checking in,

10/13/08 with 7, 10/20/08 with 8, and 10/27/08 with 8. The Region A exercise for

testing the Hospital HAM Radios will be December 6th. A HAMFEST will be

held on January 10th in Springfield.

Sheltering – Sheila Ash reported that Dave Pippin is in poor health and the Salvation

Army is short on funds. Sheila will get with John and Jeanne on shelters and talk

with Greg Gaines. She will check for MOUs with grocery stores. She will talk

with churches about sheltering. Special Needs will be assisted by the health department at shelters. Jeanne stated that state resources would be needed to help with special needs in shelters. American Red Cross would be able to help with shelter training out of Springfield.

GETS Cards – John Christiansen reported that this has been accomplished.

Bio-Terrorism/Pandemic Influenza: MOU’s for SNS ordering/delivery – Jeanne Millsap

turned in copies to John for the MOUs. December 3rd will be monitoring by State

DHSS. Jeanne will be attending the hospital meeting in Lamar per request of

David Hoover with MHA (Jerry Hart will also be attending).

Grants – John Christiansen sent in for EOC stuff to the electric utility coop. at the first of

the month. He is looking for other grants.

By-Laws changes needed deferred to Michael White.

EOC Exercise for February 2009, a date will be set in January.

RHSOC meeting – Jeanne reported that she is the alternate for Public Health in Region

D. A short report was given. The next meeting will be November 19th.

New Business:

Michael White is the Southwest Missouri Incident Support Team Leader. He is willing to help us in our needs. He is our MERC representative for 28 counties. He requested the HAZMAT section of our EOP be sent to him for review. Discussion on HAZMAT training needs and need to put in the EOP where the HAZMAT unit would come from for our county. He discussed use of the HMEP and CEPT funds. Michael will check on funds we should have received in June/July. CEPT funds are for exercises and plan preparedness. HMEP is not for operational expenses. They are for classes such as Propane, HAZMAT Awareness and Tech. classes. If there is a need for classes then funding will come in. Dawn sent out a template for plans that is ERCRA compliant. Needed long term goals and objectives.

Steve Runnels wants to set up weather spotters training as early as possible.

Collins Fire Department is having an all you can eat from 10:00 to 18:00 for donation on November 15th.

Announcements:

Winter Awareness Day is November 19

Earthquake Awareness Month is February.

Spring Awareness/State Tornado Drill is March 10, 2009.

SEMA/MEPA Spring Conference will be in Branson March 23-27.

Next meeting: January 29, 2009 at 19:00 at the St. Clair County Courthouse.
