St. Clair County LEPC Meeting Minutes for September 28, 2006

 

Call to order by John Christiansen at 19:00.

Those present: Robert Albertson, John Christiansen, Al Davis, Larry Gates, John Gover, Jerry Hart, Don Johnson, Jeanne Millsap, Paul Roberts, and Roger Wood.

Minutes from August 31, 2006 were read by Jeanne Millsap. Motion to accept the minutes were made by Jerry Hart with second from Don Johnson. Motion carried.

Treasurer’s Report was made by John Gover.

    $12,533.26

+    $1788.39 income

-         $4724.81 expenses

      $9596.87 remaining

Motion to accept the Treasurer’s report was made by Jeanne Millsap with second from Don Johnson. Motion carried.

Old Business:

John Gover discussed ID Badges. He is working on finishing the database and design for cards. Hope to have it ready by the next meeting. He is also working on an access code. Have to decide whether horizontal or vertical. We have horizontal sleeves. Everyone will get two cards. Discussion on cards for multi-jurisdictional, may be color coded. Need emblems that everyone wants on them – give these to John Gover.

LEPC Conference was held last week. Those attending from our LEPC were Don Johnson, John Christiansen, and Jeanne Millsap. It was a very nice conference.

Papers for NIMS requirements were passed out by John Christiansen to check for compliance and are to be returned to John for State.

John Christiansen is working on arranging classes for IS 300, IS 400, and Hazmat training. The University of Missouri website may have online classes according to Paul Roberts. John Christiansen will continue checking into this.

The Radio Grant was discussed. He went over specifications and passed out a sheet that had the specs. on it. John needs a list of what you need, and which radios you want to decommission. The radios must be approved radios for decommissioning. The State will be auditing and following up on the grant. John Christiansen will present the information to the Commissioners at tomorrows meeting. He will need the decommission list from each department as soon as possible. John Christiansen will get a list together for turning in radios as a decommission log.

John Christiansen will also be discussing Mutual Aid Agreements with the Commissioners tomorrow. A letter of agreement between agencies for use of radio frequencies will also be needed.

A motion was made to cover the bills for the room rental for the Pandemic Tabletop Exercise by Jeanne Millsap with a second from Richard Albertson. Motion carried.

A motion was made to cover the meals of $7.95 each for the Pandemic Tabletop Exercise by Richard Albertson with a second from Jerry Hart. Motion carried.

New Business:

St. Clair County Health Center has a new website starting in the next few days according to Jeanne Millsap. www.stclaircountyhealth.net

John Christiansen notified the group that an Agro-Terrorism class was needed. It would be a one day, 9:00 to 3:00 class presented by a company out of Kansas City. He will get a list of people to attend together for the company. The company will contact those on the list for a maximum of 30 people. We hope to hold it on November 30, 2006. John Christiansen will be meeting with Candy Adams to let her know about scheduling the Agro-Terrorism class.

We need updates on the emergency contact list. On My Own, Inc. has been sending a weekly list of special needs people in the county. Jeanne had updated some of the list in preparing for the Tabletop Exercise.
